Former US President Bill Cliinton famously claimed that oral sex is not sex.  If true, then masturbation would certainly not qualify as sex either.

I have to agree here. Obviously your body sure thinks its having sex Now, you certainly aren't having intercourse But sex is probably the broadest term you can use to describe the act, and well, I think you're having it. 

One definition, according to the online MW dictionary is : sexually motivated phenomena or behavior

The other is sexual intercourse.. So.. Depends on which one you pick I guess

I think anytime you finish with someone or yourself it is considered sex for sure.
