Sounds like eczema. It starts out with itchy red pimples and then turns to dryness. I think eczema is almost entirely allergy related. It may go away with the end of your pregnancy. Mine started with the onset of menopause.
Hydrocortizone works best. Also antihistamines. Check with your doctor.

The skin issue you describe could be a number of things, but eczema sounds like the most likely culprit. Apply over-the-counter hydrocortisone to it a few times a day, keep it hydrated with moisturizer, and DON'T pick the pimply or flaky spots. It should clear up in a few days.
If it doesn't clear, I would definitely recommend seeing a dermatologist to make sure it isn't something else. Hormonal acne is notoriously found on the chin and the flakiness could be caused by anything you've been putting on the skin to treat the 'pimples' (like benzoyl peroxide or salicylic acid). It could also be contact dermatitis, especially if it's on the side where you hold a telephone or often lean while doing something else (I had a chin rash for the longest time and it turned out to be a reaction to my hand lotion because I always leaned on my chin when doing the newspaper crossword. *shrug*) One other thing that comes to mind, although it's VERY rare, is a pre-cancerous spot. These *can* be flaky patches, but they are rare, so don't freak out. ;o)
